If I were designing envelopes, and I’d put a note on the front saying “To:” with a space for someone to add the address, I’d make the envelope out of some kind of matte paper or cardboard, so people could write on it. I wouldn’t coat it with some sort of plastic coating that looked matte, but actually repelled ink, because then the address would smear.
But hey, that’s just me. The folks at Avery know better.
